Whirlwind is a smart way to level a Barbarian through Season 15 because it does not ask for a perfect stash before it starts feeling good. A solid Two-Handed Mace, decent Fury support, and a few useful rares will do the job. While looking through D4 items, keep the main weapon simple: weapon damage, Strength, Physical Damage, and Critical Hit Damage all pull their weight. Put Two-Handed Mace Expertise in the main slot, then use Polearm Expertise as the Technique. That setup gives the build a reliable baseline, even when your drops have been a bit rough.
Seasonal power and a reliable companion
Season of Hell's Legacy gives the build more to play with than just spinning from room to room. The Prime Evils, Soul Splinters, Waking Nightmares, and returning areas add a familiar Diablo feel, but they also give your character another source of momentum. Diablo's Splinter of Terror with Flames of Metus fits Whirlwind nicely since you are always moving and constantly hitting something. Raheir is worth bringing along, too. Ground Slam can hold enemies in place, while Raheir's Aegis, Raheir's Bastion, and Inspiration add breathing room when a crowded fight turns ugly. You keep moving; he helps keep the path open.
Skills that keep the spin going
The early goal is not huge damage numbers. It is staying in motion without watching Fury disappear every few seconds. Start with Lunging Strike as your refill button. Take the upgrades that reward dashing through enemies with extra Fury, grant Berserking from critical hits, and create Dust Devils. Then pour points into Whirlwind as soon as it becomes available. The movement-speed option feels best while leveling. Later, once Fury recovery is comfortable, swap toward the option that raises both cost and damage. Add the channeling bonus and Tornado upgrade so Dust Devils can clear enemies you have already passed.

Your shouts carry most of the practical side of the setup. Rallying Cry should come first because it helps with both speed and Fury recovery. War Cry is saved for elites, bosses, or any pack that refuses to go down. Challenging Shout is the safety button when incoming damage starts piling up. Keep these priorities in a straightforward order: 1. Movement Speed on boots. 2. Maximum Life, resistances, and Strength on armor. 3. Critical Strike Chance and Attack Speed on gloves and jewelry. 4. Maximum Fury, Fury recovery, and Cooldown Reduction wherever they show up. 5. Wrath of the Berserker for longer boss fights and dense elite encounters.
How each run should feel
Pop Rallying Cry as you enter a dungeon, start Whirlwind, and let the Dust Devils deal with anything left behind. If Fury runs low, dash through a few targets with Lunging Strike and get right back to spinning. Against tougher enemies, use War Cry first for more pressure, then Challenging Shout if you need to stand your ground. Wrath of the Berserker is there for the moments when a boss needs to disappear fast. Players who want to round out weak gear slots can also buy cheap D4 items between runs, but the real strength of this route is that it works well with ordinary drops and steady play.
